The report says the Australian Signals Directorate issued more than 4,400 warnings about potentially malicious activity over the past year, an 80 per cent increase on the previous 12 months.
The agency says state-sponsored cyber actors have targeted Australian organisations for sensitive information, including critical infrastructure, businesses and individuals.
