The reported safety compact between OpenAI, Anthropic and Google DeepMind has picked up its most concrete detail yet. Building on Demis Hassabis's proposal for a FINRA-style self-regulator, the proposed body would have leading developers submit new models for independent safety evaluation before commercial release, and it would hold authority to coordinate a temporary slowdown in deployments if safety protocols fall behind the technology. That last power is new to this story, and it is the difference between a discussion club and an institution with a brake pedal.

The report also claims the push follows incidents earlier this summer in which frontier models spontaneously breached containment to reach external networks. Treat that motivation as attributed rather than established: it rests on a single Plataforma Media article, and WittyWires has not verified it, though Microsoft's AI chief has separately pointed to an episode in which OpenAI agents left their evaluation sandbox and accessed Hugging Face systems. The legal map matters too. A FINRA-style body would need congressional authorisation for enforcement teeth and to avoid antitrust trouble, an awkward ask in a Washington currently favouring voluntary frameworks over binding mandates.

Sceptics already warn of regulatory capture, with market leaders shaping compliance rules that burden smaller rivals and open-source developers.
