What changed

The headline number has grown a paper trail. Canada's CAD 150m for Yoshua Bengio's LawZero runs through the Strategic Response Fund and is earmarked for research and engineering talent plus computing capacity at home. Germany's EUR 100m funds R&D at the non-profit's new German office, with European norms meant to be built in from the outset. One signature is still missing, though: Berlin's tranche remains subject to notification by the European Commission, so the up-to-$300m headline rests partly on a Brussels queue.

Ottawa has tied its share to paycheques as well as principles. The project is credited with creating 360 full-time jobs in Canada, anchored to the sovereign compute build with Hypertec and 5C, an arrangement pitched as keeping the talent, the silicon and the expertise on Canadian soil rather than rented from abroad.

The lineage is the quieter revelation. The 16 September announcement at Montreal's ALL IN conference was the first capital call on the Sovereign Technology Alliance, the framework Canada and Germany created in February through a Joint Declaration of Intent on AI. It slots into Canada's National Artificial Intelligence Strategy, AI for All, launched on 4 June with safety and security at its centre, and it was announced by Canada's AI minister Evan Solomon alongside Germany's Karsten Wildberger.
