That gives the planned appearance a sharper security focus than a general technology briefing.
French Foreign Minister Jean-Noël Barrot is expected to chair the session, which will take place during the UN General Assembly’s high-level week in New York. DeepSeek, Moonshot and representatives from OpenAI and Anthropic are expected to participate, although the arrangements could still change.
The meeting remains a briefing, not a treaty, shared safety standard or enforcement mechanism. Its significance is that Chinese AI developers are being brought into a Security Council discussion linking AI with international peace and security, including malicious use and the prospect of systems becoming harder to govern.
