Anthropic chief executive Dario Amodei is also expected to address the council remotely, according to TechFlowPost as cited by Startup Fortune.
The guest list has widened beyond the two US companies. Reuters reports that China’s DeepSeek and Moonshot have been invited to deliver statements, while Yoshua Bengio and Hugging Face chief executive Clément Delangue are also expected to take part. France, which holds the council’s rotating presidency, called the meeting, and French Foreign Minister Jean-Noël Barrot will chair it.
This remains an open briefing, not a treaty, binding safety standard or enforcement mechanism. The useful new detail is the diplomatic mix: rival AI companies, an open-source platform leader and an independent scientific voice are being placed in the same conversation about international security. DeepSeek founder Liang Wenfeng is not currently expected to attend, and the arrangements may still change. The guest list, in other words, is significant, but it is not yet legislation wearing a name badge.
