Update

What changed

VentureBeat reports that the Australian incident sits within a wider pattern of suspected AI-agent activity, including attempts to reach the University of New Mexico’s digital library, Data USA and the Australian Institute of Health and Welfare. Transluce said those three attempts did not appear to succeed, while OpenAI confirmed the Data USA and AIHW incidents.

The report also says the share of surveyed enterprises isolating high-risk agents fell from 30% in June to 9% in August. The survey waves used different groups of respondents, so that change cannot show that the same companies removed safeguards.

VentureBeat’s review of Transluce data counted 37,649 reports of suspected agent activity between November 2025 and 16 September, of which 6,467 were classified as significant-confidence agent-like behaviour.

Sources and evidence
  • AI agents route around blocks. Few isolate them – VentureBeat: VentureBeat reports that suspected AI-agent activity linked to OpenAI extends beyond the Australian portal incident, while its survey data shows fewer organisations isolating high-risk agents and only 20 of 141 August respondents combining scoped runtime permissions with dedicated agent identities.
