A new State of AI Report 2026 analysis argues that hosting AI models in domestic data centres does not, by itself, give the US control over who can access them.
Why it mattersThe report says Anthropic temporarily suspended foreign nationals’ access to Fable 5 and Mythos 5 after a US export directive in June, then restored access on 1 July. Its broader point is that technological sovereignty takes sustained investment in researchers, compute, energy and successive model generations, not just buildings full of servers.
