China has proposed export controls covering 23 AI technologies, including models, agents and computing clusters. The proposal could shape how sensitive Chinese AI technology is transferred overseas, while leaving ordinary access to many services outside its scope.
Why it mattersWhat happened The proposed controls would cover overseas deployment of AI models containing restricted technology, but exclude access through APIs, websites, apps and software-as-a-service platforms, AsiaOne reports, citing China’s commerce ministry. Most AI technologies would remain freely exportable, with simplified licensing for open-source exports and Chinese firms’ overseas computing centres. The proposal also exempts technology already public through open-source releases or academic papers. Exporters must register certain overseas technology transfers while the proposals undergo consultation, which closes on 15 November. Final rules are still pending. Why it matters
Discuss: Should governments regulate exports of AI models while leaving online access open, or does that distinction create a loophole?
