The Philippines’ Ombudsman has suspended Department of Information and Communications Technology Undersecretary David L. Almirol without pay for six months while it investigates allegations involving government technology contracts, The Register reports.
Why it mattersThe Ombudsman alleges that between 2023 and 2025 the department awarded at least eight contracts worth more than ₱1.5 billion to entities linked to Multisys, a software company Almirol founded. The reported contracts covered e-government services, cloud infrastructure, data-centre space and software subscriptions. The suspension is a precautionary measure, not a finding of wrongdoing. The Register’s account says Almirol later divested his stake and does not allege that he issued contracts while holding shares; it does not include his response.
Discuss: What evidence and safeguards should be required when public officials oversee contracts involving companies they founded?
