US states introduced 1,539 AI bills in 2026, and had enacted 280 by early October, as Congress stalled on major technology legislation. The result is a growing patchwork of state rules for companies building and deploying AI.
Why it mattersWhat happened Artificialintelligence-news.com reports that only two state measures, Colorado SB 189 and Connecticut SB 5, qualified as broad AI frameworks. Many others target narrower issues, including deepfakes, AI disclosure, and audits of frontier models. The report says AI disclosure bills saw the sharpest increase, nearly tripling from the previous year, according to National Conference of State Legislatures fellow Will Clark. Deepfake measures were the most common type enacted, covering areas such as explicit content, political advertising and use of a person’s likeness without consent. Why it matters For companies operating across state lines, rules that differ by state can mean a more complicated compliance map. The report also describes a split over who should set the rules: federal lawmakers, state legislatures or both.
Discuss: Should AI rules be set mainly by Congress, by the states, or through a mix of both?
