The International Criminal Court can continue using services from major US technology firms despite US sanctions, NL Times reports, citing De Volkskrant. A US Treasury licence issued on 9 October permits enterprise software services and related financial transactions.

Why it matters

The carve-out reportedly covers Google, Microsoft and Amazon, among others. It does not cover 13 current and former ICC employees who were sanctioned individually. That leaves a practical gap between sanctions on the Court and the services it needs to operate. The US State Department said exemptions may be granted for US economic and national security interests, and that the rules could be tightened. How should governments balance sanctions against an institution with the need to keep essential technology services running?

Discuss: Should technology providers be expected to keep serving an institution under sanctions when a government has granted an exemption, or should they be free to withdraw?
