OpenText and Cohere have struck a strategic partnership to bring agentic AI to governments and regulated industries, announced on 16 September at the ALL IN AI conference. The division of labour is tidy: OpenText supplies the enterprise data and context layer, Cohere's North platform and models provide orchestration and reasoning, and the combined stack lands inside OpenText's Aviator AI agents.

Why it matters

Buyers pick where it runs, from on-premises to private, public or sovereign cloud, and OpenText will resell Cohere-supported solutions through SOLEX. Client deployments are expected in early 2027, per Unite.AI's account of the joint release. Both chief executives pitched the pairing as the exit from pilot purgatory, which is what a press release would say; 2027 will reveal whether regulated buyers agree.

Discuss: Would a bundled data, orchestration and models stack from an incumbent like OpenText win regulated-sector deals, or will buyers keep assembling those layers separately?
