Türkiye is planning a substantial AI investment push, with public money for venture capital, a multi-billion-dollar project programme and a Turkish large language model on the way. The scale matters: this is an attempt to build an AI ecosystem, not merely add “AI” to a policy document.

What happened

Industry and Technology Minister Mehmet Fatih Kacir outlined the plans at the GITEX AI Türkiye event in Istanbul, according to TRT World’s report. The package includes $150 million for AI-focused venture capital funds and a $1.6 billion call for AI projects under the wider $30 billion HIT-30 support programme.

Türkiye’s 2026-2030 AI Action Plan is intended to direct at least 2% of public investment programmes towards AI. The government also wants data-centre capacity to reach one gigawatt by 2030, alongside at least $10 billion in private investment in cloud technologies and digital infrastructure. Kacir said the first version of BILGE, a Turkish large language model, would soon be released to developers.
