Microsoft leads the vendors CIOs say they would turn to for AI orchestration, the layer that routes work between models and manages permissions and costs. But the same survey suggests many businesses still cannot tell whether their AI spending is paying off.

Microsoft AI Watch analysis

What happened

Morgan Stanley’s third-quarter 2026 CIO survey found Microsoft received 20% of responses when respondents were asked which vendor they would choose for AI orchestration. Large language model providers collectively received 17%, while Google received 5% and Amazon 4%, according to figures reported by TheStreet.

The survey also found 42% of CIOs could not yet measure returns on AI token spending; 28% said returns were below what they spent, and 13% said they were ahead. Meanwhile, 43% said they already had controls on token spending, with another 31% planning to introduce them by the end of 2027.

Why it matters

Businesses are looking beyond which model is best. If they use several, someone has to manage how work is routed, what data each system can access and how quickly costs mount. The survey points to Microsoft as a leading contender for that coordinating role, even as the value of AI spending remains hard for many CIOs to measure.

Our read

That is a useful signal about what enterprise buyers say they want, not proof that Microsoft has won the orchestration market. Nor does stated interest guarantee a purchase. Still, when many CIOs cannot measure returns and are adding spending controls, a tool promising to manage multiple models and costs has a clear pitch. The less glamorous plumbing may end up mattering rather more than another leaderboard victory.

What to watch

  • Whether CIOs’ stated preference turns into actual Microsoft Foundry deployments.
  • Whether businesses disclose clearer measures of AI spending and returns.
  • Whether model providers or other cloud vendors gain ground as companies adopt multi-model systems.

Discussion spark: If businesses use several AI models, should they favour one vendor to orchestrate them, or keep that control independent?
